He heads the venture, Waking the Dragon, with sculptor Steve Winterburn and has called on dealers and galleries to help raise the necessary £3m to launch the centre, which includes an 80ft tall bronze sculpture of a dragon.
The site will offer modern and contemporary sculpture with the first exhibition scheduled for Easter 2019, Within Reach.
Planning permission has been granted for a 20-acre site at Chirk Park on the English- Welsh border and money is being raised in part through a crowdfunding campaign.
